Francis is the lead wetland biologist, president and original founder of ELS. He has over 30 years of experience in wetland delineation, functional assessment, permitting, monitoring, categorization, mitigation design, mitigation banking, restoration, inventory, buffer determination, and regulatory development and compliance. He has managed or played a key roll in thousands of wetland related projects in Washington, Oregon and Alaska since 1990.
